71. State of Man Congress
Beginning with Book One in 1950, and continuing through each successive year, it was a decade of monumental discoveries and milestone technology towards the goal of Clear. Here, then, is the Congress that launched the next decade, and set the whole of Scientology towards Operating Thetan. It all followed from the very definition of OT as “knowing and willing cause over all dynamics.” For while all earlier efforts were aimed at clearing people on the First Dynamic, L. Ron Hubbard opened this one with the startling announcement: “What I’ve arrived at this Congress with was how to clear them on the First, Second, Third, Fourth, Fifth, Sixth, Seventh and Eighth Dynamics.”
While even more startling was the breakthrough that made it possible: Responsibility and the watershed technology of Overts and Withholds. Here, then, is technology spanning every dynamic from the individual, to marriage, to entire governments. Here, too, is the very long view of the overt–motivator sequence across scores of lifetimes, and why that whole track seems so dim.

65. Success Congress
Here is the Congress which provided the final chapter on all development to date and the beginning of an entirely new era! For with all the discoveries the past year had brought—in terms of clearing—they had now culminated in a breakthrough for planetary expansion.
First, L. Ron Hubbard reveals the single reactive postulate at the core of planetary apathy, “there is nothing I can do about it.” Yet that postulate doesn’t stand a chance—not with what he next discovered. Stemming from the pervasive datum, “the confusions aren’t and order is,” came the discovery of the senior ability of a thetan. In fact, once a being reaches the top of the scale, it’s the only thing they can do. It’s a datum that provides the answer of how an individual can consecutively and continuously bring wider order that spreads like a wave over the world. And that’s the substance of why Mr. Hubbard began this Congress where they usually ended: The Future of Scientology.
For by the final, and now legendary lecture, he had provided the means to attain that rarest of qualities, yet one inherent in every Scientologist, and required for a new civilization: Leadership.
59. Ability Congress
Attendees were greeted with a handwritten note, “Hello Congress! Neither you nor the field will ever be the same again after this one.” And neither they nor the rest of the Scientology world ever were. Capping a year of breakthroughs, with processes to reach every case, and training drills that revolutionized auditing, L. Ron Hubbard was about to present the means for a new civilization—a world based on you. It all stemmed from the discovery that, “The aberrated Third Dynamic is the summed irresponsibilities of the First Dynamic. An insane group is one formed by the weak to protect them against the strong. A sane group is an expression of communication by those who could each one stand alone.”
And so came Mr. Hubbard’s watershed technology on both the importance of groups and the means to create real Third Dynamics. Whereupon he provided program after program, with the step-by-step actions expressly aimed at galvanizing others around a survival cause. As for that world based on you—here is the dramatic discovery of the true nature of mental image pictures—a breakthrough of such importance he said it should be written on a piece of golden paper. After all, it opened the gates to discovering the ability you’ve always had for billions of years.
Here then is the Congress where L. Ron Hubbard moved Scientology, as a whole, three feet behind society’s head.
57. Freedom Congress
While only a few months since his previous Congress, this next one just couldn’t wait. L. Ron Hubbard called it the Freedom Congress because it began on July 4th—America’s Day of Independence—and because the Congress would address freedom from human confusion. Specifically, the application of CCHs was achieving a new level of case gain. With it, a skilled auditor could process a day-old baby, a person in a coma, a total psychotic and most importantly, a person in very good shape.
There was however a predicament. The effectiveness of CCHs depended on the auditor’s own case and tone level—in fact, Tone 40. How then could the processes to reach every case be applied on a broad basis if every auditor must first advance their own case to Clear?
The answer revolutionized training and processing: The Upper Indoctrination Training Drills (TRs). As for what they meant to every Scientologist—far more than just teaching an auditor skill, they quite literally make a “synthetic Clear.” And that’s just the start of what you’ll hear.
